Can you get some close up pics of the buds?
3 days of the timer breaking shouldn't be an issue.
They look healthy. What strain are they?
13 weeks of flowering, is that when you put them into 12 on 12 off lighting? Or are they autos?
What are good temps at the moment?
Ì grow in cold temps, especially in the winter. It slows growth for sure.

Looks like they need another couple of weeks.
Too cold night time temps will slow them right down.
Have you any way of getting the temps up at lights off period?
Get a heater in there and lag the tent maybe? Insulate the floor especially.
Keeping the soil warm, not hot works wonders for growing in the cold.
You can get insulation boards to box in the tent or bubble wrap or polystyrene, even blankets or a quilt! Lol
Ì use a heatmat on the floor and very low extraction at night time to keep temps up.
Probably a bit late now but it'll help for your next grow.

Here's one I diy insulated to give you an idea.

Low 20's °C lights on, down to 12°C min lights off in the winter.
Definitely not ideal temps, especially for leds but it works.
