HELP: Magnesium Deficiency?

Plant age: 2 weeks old
Nutrients: None
Water: I didn't check before watering but the last time I checked the pH to my tap water is 7.0 and I leave it out for chlorine to evaporate. The other plant is fine (although growth is stunted) so I don't think it's the water.
Light: Two small plants sharing two 23 W CFLS.
Strong fan on them and tin foil surrounds them for extra reflection.

I took the fan off them one night and woke up in the morning to find these symptoms:
-One of second pair of trueleaves completely curled and twisted and has a tint of rust color all over it. The other leaf of the pair is starting to get same symptoms at the tip.
-One of the newer pair of leaves are halfway covered in this rust color.
And all infected areas are crunchy to the feel, like it's been dried out.

Additional info: I thought it was not enough water because of the strong fan at first and watered it a bit more and there was no response. ALso for the second week of growth (before the severe symptoms starting showing) the first pair of trueleaves got these yellow tips to them and still do.

Pleaaaase, all inputs and advice are appreciated and repped! My baby is dying!

I'd guess it's the tin foil - it can reflect unevenly and burn the leaves, especially if you left the fan off and the temps escalated and the leaves became drier. It's strange to run into a deficiency like that so early into growth.

is it warm enough brother? perhaps you should buy some fertilizer to help it out

I don't think it's a temp issue because it's only two CFLs (weak ones 23Watt-100WatEquivalent). It feels about 74-80 degrees depending on time of day. And I forgot to add, these symptoms happened almost overnight as I stopped giving it fan for only ten hours. I'm gonna go remove the aluminum foil though to be on the cautionary side.

And I'm using Foxfarms Ocean Forest and I heard and read you don't need nutes for the first three weeks.

could be due to stagnant air i guess, but is your grow area very small? because 2 small plants wouldnt use all that carbon dioxide :?

Yes, with the aluminum foil encased, it's around 2' x 1' x 1' with the top open and side cracked for circulation. Lights and fan on 24/7 except the one night then the leaf went crazy on me and rust spread over the place. Now without the foil, it's a lot more open and I leave the door open. We'll see if this works. Thanks for the fast response guys.
