Its needs to dry out. That potting mix also looks like its going to be really bad for holding water and compacting, I think you want to mix in some perlite and probably something like peat or preferably coco coir.. or better yet go to a local grow shop and get some proper soil, Also I wouldn't use that general fertilizer it has a bad mix of nutrients for Growth and for flowering. You need to do some research and figure out how(your over all strategy) you want to grow... your option are to buy a proper soil that holds enough nutrients to get you through the whole grow(this will be impossible in that small pot outdoors) or a substrate that works well with added nutrients... and then you need to figure out which line of nutrients you want to use... It might seem over whelming at first but with a couple hours sluething you'll start to understand which direction you want to go...

If it were me I would look at a large 10-25 gallon container and try to get a proper soil that will get you through your whole grow... then get some general organic ferts like Gaia's green all purpose for veg and bloom for flowering.

For soil, check out Fox Farms Ocean Forest Soil.

Best of luck..

If you get the fox farms soil you won't need to add nutrients to it for a while depending how big a planter you get. Wait for it to show a little bit of hunger before feeding it.
