overwaterd

Hello guys, i think that i overwater my plant and because of that my bud on top of my plant is now crispy dried. Bud itself is little moist but sugar leaves crumble in my hand. I want to ask if i should cut it off and let rest to fully flower. Thanks for any suggestions. pic of dried bud pic...

Can some one plz help this is my first grow let me start by saying I was given this plant a week ago and since gotten has drowned twice due to rain I have since switched from the small previous pot size into this larger one will she survive? Or did kill her already some one help plz I don’t know...
