Yes they do make 1000 watt MH.. I dont really think that 40-50 plants will work in a 3x4 room even if its SOG.

if you live in the boonies then an outdoor grow shouldnt be too much of a problem...if you're not legal to grow though you're going to want to conceal them well as there are police helicopters looking for plants during the outdoor grow season.

yes they make 1000w hps and mh. it would be best to get a DIGITAL ballast hps/mh system...best bet is also to get a ballast that can run hps and mh conversion bulbs (that way one system works for both colors of light...red hps and blue mh). digital ballasts are more energy efficient than magnetic ballasts (even though magnetic is cheaper keep it mind it also runs hotter than digital ballasts).

and the rule of thumb when using a hps/mh system is 100w of light per plant...so a 1000w hps would be sufficient for 10 plants...a 600w hps for 6 plants...400 for 4 plants...and so on.

so for 40-50 plants you'd need 4-5 1000w systems.

btw...i do follow the 100w of light per plant rule but i grow in 5 gallon pots...if you do a sog type grow you can fit more than just 100w per plant...however 100w per plant is what you should strive for to get the most out of your grow (in my opinion)...its far cheaper to grow less plants that and huge than a bunch that are small...its more worth it i guess...
