You could always just veg a bit longer than usual, take the tops for your clones then throw them into flower after that, and by the time the clones take and you get them vegging you'll be a couple of weeks into flower on your original grow.

You cold get to where you stagger them, and since space is an issue, maybe end up harvesting two plants every two weeks or so. Which would put each pair at around 8-9 weeks of flower, and 8-9 weeks of clone/veg growth. Chop two, switch two to flower, clone two from 6 week+ ones in veg, switch two clones to veg lights and it just keeps going.

You would be vegging the clones a bit longer than usual so you can repeat the same process again, and it would give the ones you're cloning from around two weeks or so to recover before switching them to flower. Then you could get a perpetual grow going without having to make space for permanent mothers, or order tons of seeds.

Flowering clones supposedly work quite well also, that's another option since you take them at around 21 days into flower I think, so you'd be about perfect on your rooting/veg time once your flowering plants finish.

You could make yourself a cloning chamber out of a storage tote with a small T5 fixture that would fit on the underside of the lid, I own one that is 23" long and it cost like $10 without bulbs. That would be stealth since it could be opaque and look normal in a closet or basement or wherever, and you could wire in a low CFM axial fan and filter if you need a bit of ventilation as well ;)

when you germ using paper towel method warmth is a HUGE help, both while germing and after you make the jump to soil...keep em nice and warm and they will grow.

also dont have to plant them beans the second they crack. wait for a inch of root then plant them, put the whole root in the dirt but no need to cover the seed pod, a little bit of water, (maybe 2-3 tablespoons) and leave em alone. i just germed 11 seeds all of them came up eventually, planted 8 and i just lost one but have 7 growing great. took about 4-5 days from begin germ to a seedling with its first leaves. check out the thread below. i let mine soak in room temp water for around 14 hours then placed them in a wad of toiletpaper and into a empty relish jar, put them on a heating pad and in the dark (dark is important as well in my opinion).

best of luck. personally i dont like tossing them right in the soil too difficult to maintain the proper moisture lever on the bean and some seeds need to set in really wet soil longer than others. with the paper towel method you can plant them as they become ready.

I have tried this exact idea before. Unfortunately i have yet to get down my cloning technique. i end up killing way more than not and the ones that survive are good but my flower space is 4' x 2' so it ends up backing up because i'm a newb. I like your tote idea i simply don't have the space. If i were to approach that idea i would just clone and veg under the T5s I have. i live in a small place. It's easier to just clone under the T5s. I just have to figure out how to stagger them like you said.
Got to get my cloning better, when i do it's GAME ON in the way you described about harvesting every couple of weeks.

I simply wish i had one more small space available. if i did i would just do some mothers.

i do them very close to this except i use a plate instead of a jar.

I just had a sprout come up today and grow 1/4". the only thing is that those first two pointy leaves are a bit dark instead of green. Is this bad? is this seedling doomed?
 
Be careful to not have too much moisture in your soil or you can drown the roots. I made that mistake several times before I finally decided less was more. Now things are moving along nicely :)
