I belive that you can because I have seen people post about them flowering when there just a seedlingokay i just planted 4 1 week old seedlings outside,
but where i live im only getting 13 hours of day..
can i flower from seed outside right now?
if they are old enough they will start to flower when you induce them into flowering

I'd wait till it shows leafs when you start to flower and no that amount of light will not make the plant strech, the reason why the plant streches is because the light is not close to the plant thus it grows up to find the light
if you can I'd try to reduse the amount of light your using and increase it slowlyalright im just waiting for them to simply...groww.

if you use outside for the flowering light and inside for dark thime that should be fineim outside right now.
im doin some good ol' florida sunshine
then goin inside for flower.
