Because people aren't civilized. When a person is dead, they're dead. No one should go to jail for a finite time. Either you're a menace to society or there's hope for you. Placing you in a locked box and hoping you'll eventually "wise up," is foolish and only happens if the person wants to. Prison is like forcing Buddhist philosophy on the non-believer. A person has to make that first step themselves. What's funny is prison is a Buddhist like concept applied with force, which makes it bizzaro Buddhism, as a result converts the person to Christianity. Yet, the problem is rarely solved, because it assumes there's a time limit for achieving Buddhahood.
