You can easily manipulate a ping message to contain small data packets that would be completely ignored under normal circumstances.
This is because they're on a lower level than most other data transmission methods.

Or one could simply use the TIME that the messages are sent as a code, and the messages themselves mean nothing.

With decent encryption it wouldn't really matter, especially if certain bytes in certain orders mean something from a pre-distributed "code card", then it would never have to be human readable at all.
