Driver Question, Did I Screw Up & Buy the Wrong One?

So I wanted to add a red bar to my COB light, I purchased 4 red tristars with 10 leds total. Run at 700ma the vf should be around 20-22, the driver is a Meanwell LPF-16-24 I am getting 24v out of the driver but nothing is lighting up. Did I buy the wrong driver? If so could someone recommend something that would work for this. First time soldering but the connections look fine. From the positive of the first led to the negative of the last led I am reading the same 24v. Not sure what is wrong, please help.

According to the Luxeon ES datasheet typical voltage is 2.9V at .7A.

How are you coming up with 20-22 for 10?

One way to check would be to take one of the stars out of the series and try and light them up.

I can't find any information on the Luxeon ES that indicates anything other than 2.9V at .7A, like here it's listed: http://shop.stevesleds.com/Philips-Luxeon-ES-ROYAL-BLUE-3-Watt-LEDs-8794102476.htm

I don't see where the 2V figure is listed.
RED not blue

but i'd verify with the datasheet 2.0 v sounds low, prolly closer to 2.3v

Ahh thanks, good catch. I found the white datasheet then the blue refrence at Steves, figured red would be similar.

Red is listed as 2.1V. I would still try pulling one of the stars out of the series and see what happens.

note that is 2.1 at 350, not 700ma, scroll down for the current vs voltage chart.
