Some guys do that even if they don't have to, as a redundancy: if one dies on you, your whole light isn't out of commission. If you run the boards in parallel, you could maybe go with the HLG-600-24? I know parallel isn't the favored method for hooking up these boards, but I also know some people do it. Thermal runaway is the concern when running parallel, but you can add fuses to protect the boards, just in case. Not sure how real a danger there is, to be honest.that one is 480w max

I think HLG just plays it REALLY safe with wiring these boards. They try and "dummy" proof them as much as possible since they know we are not all electricians. And we are gonna still build them.
