Dealing with soil compaction/loss?

I've noticed the soil level has decreased 1" - 2" or so in my pots with 7 week old plants that are now in flower stage. Compaction and loss from watering.

I'm wondering if I should add more soil to the pots, or if adding soil will cause the plants to put energy into making new roots rather than making flowers.

Any advice?

Top dress it. It wont hurt anything.
