Can't get my heat dropped anymore!

I've gotten all my help from Rollitup to pull of a grow in another room until the wife wanted more space for shoes. So I downsized closets and have a 2x3x8 grow room with a 400w air cooled hood, 200 cfm 4 inch vortex, proper ducting and breeze, but when I tested my temps it was staying at 90! It's almost on the verge of being exactly enough, but I ran out of resources to drop it to at least 85 in the day. Anyone have any suggestions?

Just a passive intake at the bottom door. about 2 inches high. the Ambient temperature outside the grow room is 65-70

where do you pull the air from for your hood or is it forced to the hood? witch ever where does it come from?
 
My thermometer is on sitting on the buckets, just not in the picture. I felt like putting it there would be a good indication of how hot it gets on my plants, but I put my hand where the therm is and it feels cool as hell, almost like it is fucked up. Its a little cheapo from Menards, I need to get a digital therm/humidity gauge.

Raise your light about 6", tell me what you get then, radiant heat decreases greatly with some distance. If you had your lights that close to any plant it would fry.
 
But the old saying is, put your hand under the bulb, if it starts to burn its to low, I put my hand there for a good minute and it was as cool as it was before my hand being under the light, but give me about 5 min and I will see how it reads 6 inches higher.

ok, let me back up, you are drawing air from the outside thru the hood to the outside, beyond that , do you have any other exhaust?

ak.fortyseven nailed it, you are measuring radiant heat. Think about it, you can turn the AC down to 50 and that HID is still going to put out a shitload of heat in excess of 90 degrees. it's ambient air temps in the tent that matter, measure temps in the shade.
 
It sucks air in from the other side of the Light, where the Intake " should " be. Talked to the dude at the Hydroponic shop and he said that would be better then capping it off. I know you can't see it from the picture. My bad.

I looked at your pic close, it looks like you are drawing air into the light from outside the grow area thru the light , then back outside the grow area?
