I have seen people do this BM in Montreal. But, it is to increase the weight without interfering with the "High" from the cannabis. But, like this man said in the video, it destroys all medicinal value of your flower. Therefore, yes, people still do this and if it were truly legalized. It would not surprise me that Tilray or Tweed might pick some tricks from the BM.
