I've literally never even heard of torching plastic to prep it for holding plastic bonding spray paint before. I don't know how you'd get a good smooth or at least good looking surface that way at all..
I learned of it as a way to bond UHMW, one of the least gluable polymers. In my hands it was better than mechanical roughening. As for finish quality, I confess apathy.

Little more later out if ya could?

First off, what's UHMW?
Is this 2 pieces of the same solid polymers gluing back together or gluing as in getting paint to stick to it? Or did you mean gluing it to a different surface?
What do you mean in your hands?
And you mean the finish quality was never a good look no matter what? If so why is this?

Thought I would chime in.

UHMW is a type of polyethylene (Ultra High Molecular Weight) Many of these Tote / Storage containers are made of this material. The stuff is self lubricating, abrasive and corrosion resistant so gluing it and painting it is a challenge. Its such a durable material that unless you molded it in the shape and color you want, changing the color isn't impossible but it sure is a hell of a lot of work to do so.

i dont' think the 27 gal blk/yellow totes are uhmw but i could be wrong. the yellow lids are easy to paint with the krylon spray paint for plastics. if you used that paint on uhmw, a sneeze would blow it off.
