Yes the meter's angle towards the light makes a big difference. But is in consistent and is told by most companies to have it flat. They even sell leveling devices. So we use a flat orientation for all readings and reporting.
Apogees are round...and can capture light from angles better.

But to touch on the point that raz made about plants...they can absorb from all angle. Here is a good general light study but touches on vertical/side lighting for increase canopy/surface area.
