what i don't get is why you chose 18 plants as a first grow.

the type of lights you have bought, "blue" are suitable for vegging your plants, but not flowering. have a look for some similar watt 6500k "red spectrum" CFl's

i'd say go with the 600w hps, from HTG or something.

I think you might have that backwards. If I'm not mistaken you need daylight bulbs (6500K) for veg and "soft white" (around 3-4,000K) for flowering. Plus I've read you need a LOT more light for flowering because the plant is using up more energy to create flowers.

So her lights are actually for flowering not veg and shouldn't be used now or she could freak out her plants and turn them all in to hermie's.

I've orderd the low budget 600 watt HPS from HTGS myself and it should be here by next week so I'll let you know how I like that.

if your closet has a light fixture & attic space above, you can remove the light fixture & wire up a an exhaust fan (depending on your budget, this could mean a high powered bathroom-style fan, an inline duct fan, or duct from a squirrel-cage or similar fan). this will give you a passive intake for fresh air & an exhaust port if you go with an air-cooled HID unit (the best choice). you might have to cut into the drywall a little, but it's worth the effort. you could also duct through the floor into a crawl space, if need be. there are lots of places to buy HPS units, including your local hydro shop, but i shop at HTGsupply.

would a 400 watthps work with just fans...

In that small space.... if you are not bringing IN cool air it will get too hot and all the fans do is push around the hot air. With an HPS in a small confined space you really have to bring in cool air.

Also.... if you are going to get an HPS... get the one that is made for conversion.... meaning you can use a MH bulb for Veg stage then change to HPS bulb for flower stage.

why i use hps for full growth 600w veg 3 weeks about 1 foot and now on week 3 of flowering and 2 my plants out of 3 are almost 4 ft and perfect

No one said you can't grow with a single lamp. People get satisfactory results from all sorts of light sources and setups. However, lots of folks recommend tailoring the type of light to the stage of growth for optimum results. That's mostly why we have different types of lamps available.
