I've done a cheap grow, the results were not that great but here is what I did.
Germinate seed in paper towel.
Plant in solo (red plastic cup) cup with holes in bottom.
When it got larger, a month or so, I planted in a cheap plastic 2 gallon pot. (found anywhere)
The soil was a 6.00 dollar bag of miracle grow seedling stuff. You can use any bag of potting soil, preferably without additives. (cheap and easily found)
I used tap water.
For 2 months I used this every other day while keeping the lights on 18 hours per day.

After 2 months I used this every other day and kept the lights on for 12 hours. (plant must be a completely dark place during the time the light is off)

For my lights I used something like this
The bulbs are 6500k cfl bulbs. See the light bulb section at any home improvement store. 5500k will work. These bulbs will be used for the vegative growth stage. Lights on 18 hours per day.
When going to flowering, lights 12 hours on, you want 2700k cfl bulbs to replace the 6500k bulbs.

The pc case is not going to be tall enough.
Use a cardboard box and line the inside with an emergency blanket. They can be found in the sporting goods section of department stores, about $2.00 USD

Use spray on adhesive to make the blanket stick.

Hang the lights upside down by making a few holes in the box and pushing a tube of pvc pipe or a small wooden rod through. You will have to really watch the temps of the box and probably have to make a door and leave it open when nobody is around. During the 12 hour dark cycle, close it up and cover with a heavy duty trash bag.
