What do you mean at plant height? Is anything oscillating under the canopy, over the soil? Seems like you have enough extraction, may just need to increase airflow underneath canopy. Just need some airflow over canopy, not all of it.

They arent wrong, but you dont need to run them both during entire flower. Running MH first 2 weeks of flower will decrease amount of stretch and increase resin production. Finishing with MH last 2 weeks will also assist with resin production. The period in between is really the only time...

Forget the LED's. Go with your CMH like @tst2015 is doing or run MH/HPS. When you hang your light(s), hang it as high as absolutely possible, dont bother with ratchets. You'll need every inch you can get.
