You can gauge percentage based on marks you make, there's a bit of science to it. Some of the other more pricey "professional" kits come with % gauges to make it easier though.

Yes you do it while it's still attached to the mother plant. But you can essentially clone a ready to flower, good sized plant with this technique. The nice thing is you can wait to see if the clone is viable first before you remove it and it counts towards your legal plant limit. Sorry dude...

Air-layering.. The reason is because some people need to keep counts low and this is one pretty decent method for cloning large sections of soon-to-be plants. It's a little finicky from my understanding but some people swear by it.

Try looking into one of the home TLC kits. Pretty accurate and very cheap, but a bit labor intensive.
