I would say internal RF shielding would work better, I think mine has that. As for the rest of your questions I'm not sure. Maybe there's an electrician here that can answer better. What's the make of your ballast?

Try running it in a different room just to see if proximity is the issue, then go from there.

Have you tried running the ballast recently to see if the problem still exists? Also keep the ballast as far as possible from existing cable wires and routers etc. I've never had this problem with my hid setup but have heard of it.

I would say they should recover, but I never hit temps that high. Good luck.
