i have 2 40w 4ft flourescent tubes rated at 6500k and 3050 output luminens each and all i can afford is flourescents is this enough light for now and if so when should i add more light. and what about bud formation can i get away with flourescents?

i have 2 40 watt bulbs they said the lumenen output is 3050 and i got two so 6100 lumenens 80 watts. 24/7 lights about two inches above them i dont know the variation any ideas?
