Don't put the 400 on clones to root them you'll fry them. Use a 13-23 watt cfl (6500K) is best but any will work and yes once the clones are rooted you can veg with your 400hps. Unless you have money to burn then sure why not go buy yourself a nice 250 MH. But if on a budget a 400hps will...

I used a 13 watt cfl for 10 clones but just switched to a 26watt cfl for the 12 clones I just cut yesterday. Anything will work with a lil ingenuity. Good growing.
