get a fan or two mounted or hanging inside blowing across the canopy tops between the lights that will stop the heat from settling in any one spot and circulate it untill it is exhausted

I like to see my tent blowing slightly outwards as opposed to sucking slightly inwards that lets me know the level of air going in is just slightly higher than the hot air being pulled out. Just slightly tho. Works for me as an indicator I have plenty of cool fresh air circulating in the tent!

If its too hot you either need cooler air going in, or the air is cool enough but needs to be coming in at a faster rate. Thats as long as your sure your exhaust is pulling enough heat out of your space. If you cant get cool enough air into your grow space then like above mentioned youv gotta go...

A mate of mine used LEDs growing in his attic when he always used hps bulbs at other addresses we grew at because he didnt want the heat problem but he was VERY dissapointed with the yield after what hed become used to under hps. Just sayin.

Use a 600 dual spectrum bulb as its your first grow. Dont complicate it. 400 hps is ok but id go with 600 in that space. Iv got a similar set up at the moment under a 600 and their doing great.
