Check out http://www.omega.com, they have tons of stuff like that, pricey but very reliable.

You need to get a few extra contactors to power the AC and anything else that draws more than 10A, then use the 120V output from the Iponic controller to control the contactor.

Powerbox wires 15A rated receptacles to higher current rated breakers, instead of installing a 15A breaker for each duplex 15A receptacle, this is a violation of NEC and CEC, Just get an electrician to build you panel/controller.

You can run 4 ballasts no problem, either 240V or 120V, the wattage is the same and so is the amperage draw. Instead of 9A on one hot leg with 120V, you get 4.5A on both hot legs.

Get a Ranco etc 211000, it has two stages to control to separate internal relays.

You are probably getting voltage leak back from the output side of your ballast that goes to the bulb.
