I have trouble seeing it exploding because any HID light has a transformer ballast to convert the electricity. I dont think that it would be providing too much power. You might want to just make sure by contacting your local hydro store, or w/e you bought the light.

I dont actually own a 1000 watt HPS so I cant say forsure if a 400w bulb fits into a 1000w socket. But I do know that if it does, a 400w will be fine sice the fixture is made for a 1000w

Really all it is, is a combination of your growing skill and your setup. If your very experienced you will never over feed, or make those common mistakes that a novice grower may make. These little mistakes can stress and slow the growth of your plant. Also an experienced grower knows the limits...

One thing that you must take into account, is that people's setups range from a few hundred dollars to thousands. If your using a $100.00 setup dont expect your 3 week old plant to be as large as someone with a $5,000.00 grow room using a metal-halide, HPS, and hydro. Its just common sense bro.
