I think you could run T5 florescents no problem for supplemental lighting for a part of each day in my opinion.. I made a video about using fluorescent lighting for outdoor plants.. the section starts about 7:15 in the video. I hope this helps and good luck!

In regards to led.. I would be careful about light bleaching.. I don't have much experience with led technology.. so I would be careful at keeping the lights high enough. I would recommend a switching minimum of 18 on and 6 off light cycle for the led's. Anything less and you will vegg out 1...
