Ya DIY's definitely cut down on cost...but having to build one every time you need to replace it is a PITA...of course you could build it so you just empty the used carbon and re-fill with good carbon. lol
For a room that size, which is 96 cubic feet, a 440CFM fan would recirc the entire rooms...

How long is awhile? I know that activated carbon works by binding odor molecules to the surface of the carbon, but once all the surface area has been used it stops working and releases odor like there isn't even a filter.
What size do you use and what is the cost of it?

Ya if you are gonna go vertical then it basically eliminates most of the heat from the bulb...but you would need a bigger wattage to get more penetration through the canopy or you would need more than 1 bulb to get both sides of the plants (a setup like bulb>plants<bulb or...
I agree with drolove, always air-cool Even if you don't "need" to reduce heat, less heat from a bulb means you can place it closer to the plants and that means more intense light, more canopy penetration, less lumen loss, and in turn bigger, denser, more potent harvests.
