Yea... I was looking for mold but didn't see it. Seems like a very localized problem, remove the affected areas if it starts to spread, otherwise just remove the leaf when it seems unhelpful(limp, brown/yellow, saggy, eventually dried out).

Not mold. Definitely burned. Give them a mist of cool water, they'll bounce right back. Though the burned leaves will not recover. Remove them when they seem less helpful than helpful.

134 watts total? Wattage isn't a big deal individually. It's how it all adds up. Most CFLs put out the same radiance per watt. You seem to have around 2 sq feet. So, with your light, I'd say n(however many fit)x2' plants would be grown quite nicely. Beyond that you'll want more light.

I think it may be somewhat tolerance. I've noticed tobacco smokers will smoke pretty much anything and take it in stride, while pot-only smokers cough and gag smoking the same ganja. Then again, long-time pot smokers seem to also develop a similar tolerance to copious amounts of smoke inhalation.
