You are both asking the same questions, the short answer is. you are charged based on kW hours used. so... a simple mathematical equation is needed.
Assuming a fixed tariff of 0.13c per kW hour.
lighting: 4 x 400w = 1600w
timer: 16 hours on

Rocky mountain high, typically most devices have a mains fuse prior to any other component. I would suggest checking that fuse first, it fixes problems 95% of the time.
Alternatively; if the fuse is ok, I suggest looking for a square shaped component or 4 diodes wired in series back on itself...
