Raise eyebrows with whom and where is a better question. If your in the US dealing with the power company that usage would easily blend in even with a 600w+. If your in another country or dealing with landlord or roommates that have access to see your bill, that may be a different story.

Yeah, stick your finger in to your second knuckle, if it is dry, then water until you get a bit of run-off. If still moist, let it be. Much easier to kill from over watering than under watering.

What size container, and how big/old is the plant? Usually you will want to wait to water until it is dry down about 2 inches, or if the plants look like they need it. That will vary some depending on the pot size and how big your plant is.

I used to grow a single plant in a 22.5" x22.5" with a 400, pulled 121 grams the first run https://www.rollitup.org/t/new-growbox-w-jedi-og-kush.645733/ and about 140 on my second go around with one plant also :) Also crammed 2 in there a couple times, but was too much work...

I would probably insulate the walls and ceiling and throw an 4x8 tent in there if it will fit (may be too tight. Otherwise you could run a couple tents in there for veg and bloom if you plan on running perpetual. Need a bit more info though, and a lot of variable. How handy are you, what are...

Get an inline fan with auto-transformer to control speed, and the bigger the inline fan you get, the lower the speed you can run it on. The reason you want to run a big fan low, is it will be much quieter than running a smaller fan at full speed. You can usually pick fans up pretty cheap on CL...

Jiji gave great advice. Need more details on what temps you are worried about. I would say put a decent coat of primer on that wood in there and then throw some rigid insulation on the walls to help control temps (both ways). I run in an all wood detached shed, but I put a tent inside the shed...
