I've got a really small fan, 400watt hps and a 120x120x200 tent and temps are perfect pal, I think you'd be sweet give me two mins I'll find that chart for you :) don't really check my temps just make sure it's nice and warm for them, as long as I'm comfy with the temp for a good five mins they...

I'd deffo lower it mate here mine it's a 400watt hps and it's about 30cm above the plants looks higher like as picture was taken above the lights, there's different graphs online to tell you how much away you should hang them

Just seen you've got a hps too, have it at about 25cm to 30cm above the plants buddy

If it's cfls you've got, 60cm is probs abit too high !

I'd say it's light burn or mute burn mate, try upping the lights a bit first tho, I had something similar with CFL's not long ago

But as indacouch said, probs bit too much water, let them dry out won't do any harm

They look healthy to me pal, but dark green leaves purpleish stems and brown spotting normally means phosphorus deficiency, I had that not long ago, but I can't see it with yours, I wouldn't worry too much mate

And by any chance are you using old soil, just looking at the pics and thought I could see old roots around the top of the soil ?

Little bit of advise for the next ones you do if these don't survive mate try to just pour a bit of water around the seedling, no need to water the whole pot, and as it grows then starting adding a bit more each time

Looks like your roots ain't getting enough oxygen

I'd also say you've over watered bro, let it dry out a bit see if they get any better, but I don't think they'll survive by how they look :/
