Your most cost effective solution would be to as Bryan mentioned.. Spray bottle,mist your plants 2 - 3 times a day (but please spray outside room if lights are on). Also an uncovered bowl of water in the grow room will increase humidity.

Never heard of flowering with led only after vegging with led. What your suggesting.. Veg under t5 and flower under led is absolutely fine buddy. Start the led far away and day by day decrease the distance to the canopy. Happy growing.

I thought you meant a timer, perhaps it's like a timer though and rated to be used upto a certain wattage. The 600w light could have been too much and blown it. Check the packaging for the delay to make sure it doesn't say something like "don't exceed 420W"
