Lol this is an unanswerable question without any specifics. What size area are we talking about? How much lighting are we talking? You could do a 15 plant SOG in a 60x60 area under a 250w HPS using 2L coke bottles and it would cost about $200-300 for everything.

If you're just using it for this then you don't need much volume. The cheapest 4 stage filter off eBay would be perfect. If you have other plans for your RO water such as using it to water all your plants then you'll need something better.
