    Cochineal Bugs? Have you tried crushing the white stuff with your fingers? If it was me, I would just cut off the infected portion. The nodes beneath the infected portion will still grow out and develop some nice buds.

    Synthetic fertilizers will kill a lot of beneficial microbes. If you want to encourage microbial life, I suggest you use teas, and unsulphured molasses. The molasses feeds many different microbes. Bacterias love sugars...

    You should soak the soil, and do not water again until the soil dries. That plant definitely needed more water, and a better light source.
