This I find that The Hack comes with The Goo. If the plant is crusty all over, then the likelihood that you will hack your lungs up, get a runny nose, etc, only increases.

This reminds me of root-death from over-watering or N-burn to the point of inflammation. So, yes, over-watering would be my guess. Good luck!

If by dampening you mean damping off then that is really hard to control and is not entirely understood (recall that a fungal attack was likely)
