Sounds like things might've been too wet. Lose the humidity dome for the seedlings, it will do more harm than good. Humidity domes are for clones, not seedlings.

More info needed. What's your medium? Soil? Coco? What kind of soil? What kind of nutes? How are you watering, and how often? How big of a container? It looks like a general over/under water situation, but that's just a wild guess without any other info.

Assuming 80 x 80 cm, probably something in the 300-400 watt range. Spiderfarmer, MarsHydro, Viparspectra, HLG, are all decent choices.

There's a lot of variation in GDP. But those plants look like they went to hell and back.

I'd say go for it since the plant isn't behaving like an auto anyway. It will benefit from being in a larger container outdoors.
