Sounds like things might've been too wet. Lose the humidity dome for the seedlings, it will do more harm than good. Humidity domes are for clones, not seedlings.

What's your medium? Soil? Coco? What kind of soil? What kind of nutes? How are you watering, and how often? How big of a container?
It looks like a general over/under water situation, but that's just a wild guess without any other info.
