My clones aren't stretching at all under the hps. I just gave a guy my old 400w setup that used a MH conversion bulb that had like 33,000 lu and the HPS had 50,000 lu, and both were 400w bulbs. So it might not be the exact spectrum needed, but its getting more lumens for growth.

The only budget thing I might suggest is instead of foil, which isn't good at reflecting. Go to Walmart in the camping section and buy an emergency camping blanket for $1. It is a mylar blanket. decent size and the price is right.
