a 2ft 4 or 8 lamp cfl is more than enough for seeds and clones and much cheaper. Working with clones and seedling the environment is far more important than the lighting. I would get a cfl setup as listed above and a nice humidifier with a humidistat and set it to 75 to 80% and your set...

started mine last week

i love hortilux. I did a side by side with two 4x4 tables. el cheapo 600w hps on one side and hortilux 600w hps on the other both run on solis-tek ballast. It was absolutely amazing the difference in how the buds finished. I will never buy another bulb that is not hortilux.
