go with the 2-600's for sure, you only use a little more power and will get another 40 k lumens, plus you willl yield more having 2 points of light, i use 2-600's in a 5x5 area and the light coverage is blinding, plus the 600's can be hung closer to the plants so they will recieve more light

there are a few different options you could use without having to use ac, i would use 2 6 inch fans, one for pulling air through the hoods and one for a vent from the top of the room, or a single 8 inch would do the trick to but the main thing is cooling those lights

i have the sunburst 250 mh and they do run hot being that the ballast is enclosed in the hood, the air cooled kit is the only way to cool those, it is basicly a little box witha fan that mounts on top of the fixture, and there is a piece of glass that goes under the bulb to seal it off

the halogen will do nothing for the plants except burn the shit out of them, toss it out of the grow room, there is a good reason people spend big bucks on hps and mh lights, there is no getting around that

another option would be a 600 on a light mover but i think the 2-400's would be good also, and also make sure to get the right hood for the light, a rectangle shape hood will give off a rectangle footprint so being the space is long and narrow the hood will be a crucial part of the equation...
