Yes you should be fine. Techincally you can flower whenever you want to!! Coke can reflectors work well with CFLs as well. If you have more then 1 plant, then make sure to get at least 2 CFLs per plant. Good luck!!

Cool whites are generally used for vegging while daylights are for flowering, but can mix it up in either stage. So I say just go with both. The more light the better!!

Sorry bro, that sounds a little small. Remember that the rule of thumb is for every 1 foot your plant grows you should match with a 1 gallon container. If you want your plant to reach 3 ft then get a 3 gallon container. Your width sounds okay, but height will definitely be an issue. Good luck!
