Fixing a Broken Ballast

Hello All! :) So i recently stumbled upon a "Digital Greenhouse" 400watt MH/HPS conversion Ballast + Hood at a thrift store. I picked it up for an awesome 10$ :) I figured even if it didnt work it would be worth more than that... I plugged it in when i got home and this is whats happening. : The ballast turns on, (Fan starts), the light gets a jolt of power and glows for about 1 second, then goes out.... ballast continues to run...but no power to bulb... just that one sec jolt... I bought a new bulb (HPS400watt) and it does the same thing... any help on what the issue could be, or if its possible to get it up and running?

Is there any way to fix an internal component in the ballast so i dont have to spend 150$ on a new one?
Do you have any background in electronics? Soldering? If no, don't fuck with it (you could wind up severely dead), a shop might be able to repair it.
But the thing is, with high power equipment, when something goes, it usually damages something else too.
