Cannabis Not Flowering!! :(

This is my second grow and sadly I didn't keep track of time. I just nurtured it. However I feel it's been way to long. It's estiamted to be about four months old. Maybe 3.

It's a female for sure. It's got decent soil. And it's an plant that thrives off of natural lighting, the sun.

First, it doesn't look like it's thriving at all! I would guess at over-watering.
If you're trying to flower it, I'm assuming you're giving it it's 12 hour dark period?

it does look a little droopy huh! :(

Well, it COULD be over-watering but I doubt it because I follow the 2inch dry rule where you don't water until the soil was dried 2 inches deep.

I don't know though. :[ Right now the soil is moist at the surface because I watered it yesterday about midday.

I am a complete newb at growing. My first grow did well and all I did was water it, however this grow seems to be lacking..

you didnt answer the above question about 12/12 lights. if it gets more than that it will not flower or will take forever.

Okay so far everyone is getting off point. I need answers as to why it's NOT budding. I mean, you're all giving me good tips and points but no solutions and answers to my problems. I mean, c'mon guys I sorta already knew something was wrong. That's why I came here, to get solutions. :[

Is she getting a 12 hour dark period? Do you have any photos that weren't taken under water? What are you feeding her?
I have shaky hands. xD So getting a clear picture is nearly impossible, trust me. I took like twenty pics. Anyways, I'm only feeding her water and yes she's getting the twelve hour dark period.

And I didn't answer the question because I thought it was assumed. My bad.

It's cause I leave her outside and all we get is 12 hours of light.

Leaving it outside isn't going to cut it. You're going to have to bring it in after 12 hours of light and put it somewhere COMPLETELY dark.

you stated "about 12 hrs". the deal with flowering is it needs 12hrs or less, not about and this will cause the plant not to flower. which directly address you original question.

its not flowering because its probably stunted from being unhealthy... looks overfed and overwatered.... lift the pots, check the weight, and than see if the top inches of soil are dry.... if its hot where u live the top inches can dry out while the bottom of the soil is still fully saturated

Well overfeeding can delay flowering and reduce your yield...so I am voting for overfeeding nitrogen as the reason it isn't budding yet, depending on how long you have had the lights set for at least 12 hours of darkness and no more than 12 hours of light...

This is most likely the problem.

Should I not water for the next 24 hours? I didn't water it at all today.

And sadly the bud sites are now going limp. In about an hour when i bring her in, I'll check the holes at the bottom of the pot to see how wet the soil is down there.

Technically there is no 'feeding' at all besides water. Anything that is to high or to low is simply because of what was in the soil to begin with.

I need some tips on how to balance things out. But how can I even get those tips if, specifically, we don't know what's to high or to low?

There's many problems. Like one is that the tips of the leaves are burned. I know that's a sign of something, I just forgot.

http://www.timeanddate.com/worldclock/sunrise.html Use that to tell your sunrise, and sunset times. If it rises at 5:50 are you bringing her in at 5:50 in the evening? If not then is your natural time already at 12 hours? Has she shown any pistils (hairs?)

As for the pot you should take a picture of the pot. You don't have to water a bigger pot as often as a small pot. It will also depend how much you have to water on foilage, temperature, and humidity. Your plant looks pretty big, so I'm assuming you have a big pot. You shouldn't just use two inches as it has a lot of moisture it could get from the bottom, or maybe you're blocking off oxygen to the roots by overwatering. That's what I think it is if you ask me.

Just watch them closely each day, and only water when they stat to droop a little bit. About 10, or 11 is when mine start to droop every few days of watering. Unfortunately it has been raining here, and it's suppose to rain the rest of the week. One of my plants was knocked over this morning. Nuuuu
