it sounds to me that the lights that you have now won't work well for you honestly...
look around the house and see if you can't find some cfl bulbs, they are those newer spiral shaped bulbs that you use in place of older incadesent style bulbs.. if you have any of them around the house right now, just use them for time being...
if you don't have much money, you can go over to say home depot or lowes or w/e, and buy as many of the biggest actual wattage cfl bulbs that you can find in the 6500k bulbs for now.. the k rating will be written on the front of the package somewhere.. you want the 65k ones for veg and the 2700k ones for flower.. you can mix and match if you like as well..
the more lights that you can fit, afford, the bigger your plants will grow and the faster they will do so as well so long as it doesn't get too hot in the grow space..
or if you have a lil more money and want better results, the next step up in what are called t5 lights.. they are long tube flouros, and will grow better plants then cfl's alone.. of course you could use a t5 and cfl's together for even better growth..
the next step up from t5's would be hid, or high intesisty discharge lighting which include metal halide, which are generally used for vegetive growth and high pressure sodium, hps, which are used for flowering.. both of these types of bulbs require what is called a ballast, which is used to send electricity at a high rate to the bulbs to fire them.. you can usually get a full hid setup, including bulbs, ballast and hoods online from places like high tech garden supply to name just one.. they range from around $200 or so all the way up to pretty much the skies the limit...
as for nutrients, i'm not sure what home depot and lowes carries, but you should look for anything that says organic on the bottle.. this would be your best bet to not burn your plants and give great tasting results..
or, you could also order some online from any number of hydro stores.. a nice cheap easy to use brand is the fox farms trio.. it's obviously a three part and runs around $60 or o the trio and gives nice results and is easy to use ime..
