That plant just looks sickly. And I have no idea what those things are/were. If they were scale insects, then the plant might recover and you could flower it- you did put a lot of time into it, afterall.
I can't even imagine what conditions would have allowed the plant to get like this. Personally, if you live in a warm climate, I would move the plant outside or just scrap it, and disenfect the entire area.
Sorry about having such luck, friend. I think you're the first person to ever have anything like this on their plants. It's quite strange, sort of disgusting, and a bit tragic.
