What's the upside for staying? If he announced victory and left he'd be insanely popular with everyone. Or he could stay and do what exactly? Hang out and lose money, lives, and support?
I don't see the political upside of staying when he has an easy out. If he left yesterday people could say he was "retreating", but now he could claim victory and that would go over quite well. You think he'd stay why? He finds war amusing?

Political upside? Sounds more like the popular upside. That would be terrific for his popularity for some I'm sure, but perhaps for the political side of this its not smart business to pull out?
