During the first week of vegetative growth, plants develop a strong root system. You will see signs of upward green growth too. Now it is very important to keep plants from suffering water and temp stress. Be careful and water only as needed. Seedlings get off to a slow start, but once established, growth is very rapid.
So you don't see any true serrated looking leaves. These leaves could be very small and overlooked if not up close on the plant. Some plants experience slower growth than normal during the infancy stage of the plants life. So with that being said I wouldn't worry about slow growth in the beginning. But if she is stunted there could be some environmental factors that are retarding her growth. Hope this helped you. Good luck!
Peace and positive energy to you
