Well my plants are almost a month and a half old and still look like sprouts like they stopped growing after transplant

Indoor Grow, however using natural light from windows. (believe me it's pleanty) no stringy plants here.
Soil= Natural Soil no nutes. lots of perlite and some sand because compaction and drainage are an issue. Most are in gallon pots, 2 are in 3 gallon pots. One is just a baby still in 8OZ cup.
Water= R/O with lemon jusice added to bring PH to 6.5 from 7.5
Sprouted very quick different strains Alpha-13, Bag, Blueberry

Light meter says differenty? If they go outside, they burn up, if they go in the closet they die this window gets indirect sunlight dusk till dawn. to be honest they tend to dry up any way due to heat in this area it is 106 currently outdoors. They are kept away fromn the window and there is a white backier to reflect the light back if they go into direct light they DIE
thats a heat problem, not lights, grab some cfls at walmart or publix or home depot or whatever and hook a few up a few inches away from your plants. unless you have an actual lumen meter and can see what the exact number of lumens is around your plants then you wont know for sure if your getting enough or not. this is the only thing that comes to mind in your situation, so instead of arguing why dont you try it, cfls are CHEAP

Well I just put them outside and put a sun shade over and around them so direct sunlight does not fry them. Plus it is 80 deg f day and 58 at night talk about mood swings. might have to drag em in a couple nights tonight the low is 66

This happened to me too (outdoor though) and im pretty sure it was because i transplanted too early and the roots were damaged coz they werent developed nearly enough.
This a possibilty in ur case?

not enought light, its flowering season also...i hope your prepared to get like 2 grams for plant if you try to use natural light through a window

even if you moved them outside it is to late, were do you live because in some places frost is like one month away
Other places still have the season for another 2 monts it just depends
thats what i said.. about the light and it not being enough

OK so on the chance that there was not enough light. I built a quickie indoor room and stocked it with 4x 40 watt 6200K Daylight T12's + 5 42 Watt CFLs + 2 65 watt CFLs (300watt = ea) and pu tthem on a 18/6 schedule
sounds like u got alot of light now. lets see how efficiently ur using it.
how close are the lights to the plant?
how big is your grow area and is it grow box or room (aka, is it enclosed or in the open?)
is there reflection?
is there fans to cool your area? thats going to produce a nice bit of heat

Bottom Left back corner = 8" Fan sucking air from next room blowing into area
Top Right (out of frame) 4 " Fan sucking some heat out but have back up 8" Fan above that blowing out into other room.
12" Fan on floor blowing air up through hole in center.
As mentioned it's a closet enclosed in a room so no light can get in at all pic shows all current lighting, have a 20 amp and a 15 am dedicated running the lights and fans so I can also include a 65 watt MH or a 75 watt HPS later. suggestions any one?
i would get a mh and hps if u can. the spectrums togeather would be good for the plants and u might need it since your plants arent within 2-3 inches of ur light.Heres a PIC

looks good dude, I was going to say, check to see if the glass window you had the little ones behind, had a low-e coating or something preventing UV from entering, good grow box bro, maybe a very weak nute solution, and they should take off....good luck.
