Man , I spent many summers in North Carolina as a kid.. Not very many states have such beautiful mountains/skiing AND beaches ( im talking about Hilton Head , the outer banks etc.. I hate myrtle beach, its teenager tourist garbage ,lol ) both in the same state( less than a 4 hr drive apart lol ) . Too bad the cops there are stormtroopers..
I have an Aunt and a ( 3 actually ) cousin(s) that live in NC and I called them last night when I saw this thread and asked him if they had heard about this bill and he said that it is "just bs" and will never get passed ( he's quite the optimist *sarcasm* lol ) .. His mom is a chonic pain patient and cancer survivor that has to take pain pills every day of her life.. I told her that if medical MJ gets passed in NC that she should look into getting a card to help her with her medical problems and maybe she can get off of those pain pills.. Her son has Bi Polar disease and chronic depression and i'm sure that medical MJ would help keep him "level" also .. I have alot of questions about the med MJ bill in NC that they asked me but I did not know the answers.. They dont have internet right now so they cant come to RIU.. So I was hoping you guys could answer some questions that they/I have..
1. How close or far are they to/from voting on this bill?
2. Are there any restrictions on who can get a card? I mean, can he,a convicted felon ,get a card ( dont ask lol.. ) or be a caregiver?
3. They both are on disibility and get a check every month and are on medic-ade ( I think thats right?, lol. I was stoned when I was writing this down and now I cant read my writing now lol ).. In there case, Can any of the fees be avoided in there case? Like the monthly fee or any of the others?
4. There are 2 more questions they wasnted me to ask but I cant read my own handwriting lol.. Ill give em a call tonight and see what else they wanted to know.

420oldschool, thanks for stopping by. It sounds as if all members of your family could benefit significantly from MMJ. Let's answer these questions one at a time...
1) How close is the bill to being voted on...unfortunately it does not appear very close. It is hard to tell what exactly the status of the bill is...I believe there were hearings a few months ago, but I don't think it was ever reviewed by the Health Committee (which according to the NC General Assembly website is the first of three committees through which it must pass). I get the impression it has stalled a bit, but that is not to say it won't or can't get back on track.
2) I don't see why convicted felons would be prohibited from obtaining a card...if it is legalized medication you can't deny it to someone because they have a criminal record...I don't know this for certain though. They would obviously need a qualifying debilitating condition--a list of which can found in the attached PDF file.
3) I'm not sure what the fees will be, but if legalized it will qualify as a prescribed medication. This website (

)has some good info about states that have already passed MMJ legislature. There is detailed information about each state's policies/requirements/etc, and it is a safe bet that HB1380 will be somewhere in line with them. Also refer to the PDF...I haven't read over the bill in a while, so there may be a section in there that addresses this issue.
