i have the same prob by the sounds of it i have been tryin to correct it for 4 weeks now and still no luck.my plants are almost 3 months old and in the second week of bud.kept pushing 12/12 back to try to regulate it.now after 3 weeks of trying to keep my ph balanced i am still noticeing that my run off ph is 5.8 after 3 weeks of putting 6.5 so now i have up it to 7.0 ph in the water hopefully it will balance.my nutes have been put in the water at 500ppm-600ppm and the run off is 1100 this is the first time i have been so fucked up i don't know where to turn.i have been posting pics and questions and not really any help you get some people who say left and others who say right...up...down any ways keep an eye on ph levels both in the water and the run off same goes with ppm (NUTES).if your soil is already mixed then you should realy check those often.take my word for it

NEUTS are neutrients,(elements that a plant need to be healthy) most soil contains a starter of neuts that lasts the plants the first 3-4 weeks of its life, having tips go brown is to me uncommon in the first week, i dont think it would be ur light if its cfl, u can basically touch the plant with the bulb and it wont burn.

maybe ur soil has high concentrated neutrient mix in it and the plant cant handle it as its so young, i realy dont know wot to advise u other than to check wot soil ur using and be sure not to overwater, at that age u should be watering very sparingly and waiting for the spoils top inch to dry b4 watering again, u could even try cutting down ur watering frequency and foliar feed, that way u wont be giving the plant to much neuts!! hope this is of some help.
about the CFL touching the plant- a CFL of mine (somewhat cool to the touch) burned two leaves on their sides that it was touching a few days ago. it was touching them for a whole night :)

i've got 12 42w cfls in a 31" x 5'3" grow shelf
ya i would imagine 42w CFL's to run pretty hot. I got 5 that are around 21w and 26w. after 12 hours of them being on, i can touch them and they are not hot at all. just a little warm.

use 1/8th nutes(high nitrogen) and your watering schedule should be nutes...water...water...nutes..water...etc.
